Foreign students who do not have the French baccalaureate must have passed their end of secondary schooling diploma and have a very good level of French
To be accepted in the first year at a university or in another higher education course, foreign students must have passed their end of secondary schooling diploma and have a very good level in French. In certain cases, the preliminary enrolment application is mandatory.
University enrolment in Licence 1
Direct enrolment
Foreign students who have the French baccalaureate can enrol directly in the university of their choice. They must enrol via Internet on the “Dossier bleu” application site (http://www.dossier-bleu.fr).
Enrolment is also direct in the following cases:
- you live in a member country of the European Union (EU) or European Economic Area (EEA): Germany, Austria, Belgium, Denmark, Spain, Greece, Finland, Ireland, Italy, Luxembourg, Netherlands, Portugal, United Kingdom, Sweden, Cyprus, Hungary, Estonia, Poland, Czech Republic, Slovenia, Latvia, Lithuania, Slovakia, Malta, Romania, Bulgaria, Iceland, Liechtenstein, Norway, Andorra, Monaco, Switzerland, San Marino, Vatican City;
- you are coming to France as part of a partnership between a university in your country and a university in France (Erasmus programme);
- you have obtained a grant managed by a French organisation. To find out more about study grants;
- you are the child of a foreign diplomat stationed in France.
Note: in all the cases indicated above, you must have passed your end of secondary schooling diploma in your own country.
Preliminary application for enrolment (DAP) procedure
This is mandatory for all foreign students who do not have the French baccalaureate and who do not meet the specific conditions for direct enrolment. This means that the foreign student must complete a preliminary enrolment dossier and receive a positive reply from the university before being able to enrol properly.
- the preliminary application for enrolment (DAP) is made via Internet on the Campus France site if you live in one of the following countries: Algeria, Brazil, Canada, Cameroon, Korea, Colombia, United States, Gabon, Guinea, India, Madagascar, Morocco, Senegal, Mexico, Czech Republic, Russia, Syria, Tunisia, Turkey, Vietnam, China, Congo Brazzaville, Lebanon, Taiwan, Mauritius, Mali, Benin. The Campus France agency simplifies the formalities: you can create your personal dossier online.
The Campus France website the application is made by hard copy dossier if you live in another country: you must complete a dossier called “dossier blanc” (white dossier). You can:
- download this from the National Education site
- obtain it from the French Embassy or Consulate in your country

A French examination is mandatory for students submitting a preliminary application for enrolment (DAP).
